If it has a butt joke every twenty seconds, it's probably not a cartoon.
If it's obviously a ripoff of either Ren And Stimpy or Spongebob Squarepants, it's probably not a cartoon. Seriously, how did people not notice that Cow And Chicken isn't a total ripoff of Ren And Stimpy?
If it moves about 2 frames per second and the voice actors are always screaming, it's probably not a cartoon.
If it relies on underwear to get viewers, it's probably not a cartoon.
